Deluxe Edition Animals is pre-order bonus content of deluxe edition of the game. Only customers who pre-ordered deluxe version own this DLC.
Deluxe Edition Extras is the same exact content although it is available for purchase as separate entry (currently for 11.99€). It is intended for customers who bought regular version of the game and want to own deluxe edition content. It is basically an upgrade from regular version to deluxe version of the base game.
Besides when you think about it their dlc seems to have regions being the way it will be presented. So the deluxe extra doesn’t really make sense.

I'm going to be so disappointed if the new DLC doesn't contain exhibits that contain tropical fish or butterflys![]()
Prepare to be disappointed.
The odds of them adding tropical fish this early into the game are slim to none. Butterflies aren't exhibit animals, as that would be counterintuitive to conservation goals.
I was probably being a bit dramatic I won't be disappointed at all, but I would like to see that stuff someday. I would be more disappointed if more construction pieces aren't added as I think I enjoy building more than animal keeping.
I meant, but didn't fully explain that by exhibits I meant exhibit size.
... Personally I'm an advocate for the idea of making butterflies a special effect, like waterfalls, fountains, and petals. That way you can put them around your zoo for a nice decorative boost but they aren't actually an animal you need to take care of.
I don't know if adding butterflies at all is really feasible to do realistically. Fish, maybe, eventually, at some stage, but butterflies are a little complicated. Your traditional "butterfly garden" tends to be a big open-air walkthrough habitat showcasing a number of different species with only the caterpillars and cocoons being showcased in what might be considered an exhibit.

Planet Coaster had Butterflys and Bees? Why didn't they implement them in Planet Zoo? I would love to create a Flower Garden with Bees and the Bee-Education-BoardButterflies as a scenery, like the special effects in Planco that had butterflies & bees, would be fine for me.
If it was only cosmetical, I wouldn't mind. But then I need Vista Points to lure the people to specifica areas of the Zoo.
Really?
I would understand if everyone could buy the Animals but not the other Stuff. This seems really unfair
