Intergalactic bounty hunter NPCs don't become wanted when they attack you

If I KWS scan a player and he's wanted in a different system, not this one, and I kill him, I get wanted. So why doesn't the same rule apply to these new intergalactic bounty hunters? If I'm clean in the system where they attack me why don't they become wanted? I don't mind being tracked all over the galaxy, they're always individual NPCs so easy enough to kill but it's annoying that you can't fight back without becoming even more wanted than you were before..

Incidentally, does anyone know what happens if you let one of them kill you? Does the bounty they were acting on become clear?

I became wanted by accidentally bumping into an NPC at a station, now I'm very wanted because I've killed about 4 of these bounty hunters... I suppose they're like power play NPCs, you have to just keep running away from them for a week or become a permanent bad guy and constantly have bounties..

Are you sure you have 'report crimes against me', or weren't in an anarchy system? I've had three bounty hunters come after my bounties from other systems, and they all became wanted as they attacked me.

Oh pants, that was it.. I'm sure that setting used reset every time you started the game and because I've only been doing PVE for the last few days I didn't think it'd be on.. What a noob error, thanks :)
