I use a utility program called TCP optimiser. It overrides microsofts settings.
Also, I'm sure my windows ten hasn't updated to an anniversary edition ? Will look into this for sure.

Unless you are sure what you are doing, I wouldn't go around messing with netsh

And if your W10AE hasn't started yet - you can kick it off manually - https://support.microsoft.com/en-us/help/12440/windows-10-activation is as good as any.

One thing to be careful of:

Internet speed (bandwidth) is not the same as ping time (latency).. Generally speaking, you optimize for one at the detriment of the other and it's latency that's the most important in online games..
