Interstellar Factor in Petra station no longer there?

So, I've been using the Interstellar Factor in Petra Station (Manah) for my combat bonds, cause I usually can't be bothered to fly system to system just to speak to the appropriate people, and fines/bounties recently, but I'm currently docked there and it's gone. Is it a regular thing for these people to move and I'm just required to find a new factor, or is something else going on?
 
Yup. You may not be aware that the galaxy changes in response to players action. But it does.
Yea, I knew things changed, but guess I wasn't aware to what extent they changed.

They appear and go IIRC with the system security status. It's all dynamic. Once, during a CG, the IFF suddenly packed his stuff in the Pleiades, and I was puzzled too.

IIRC if security of the system is at "low", then Interstellar Factor may be present. Some faction states and powers exploitation effects may temporarily boost/reduce security, so it may change whether a IF is available or not.

Edit - Upon checking that the Manah system remains low security, it seems there are extra... factors at play.

Edit 2 - Nothing secret, it was just my galmap that was outdated and still displaying pre-tick security level.

Yup Daneiros is right. They live in low security systems. So if some bgs change happens they will sod off for a bit. But also it can happen on system owner changing. In both directions of course. Such as an anarchy taking over, may push them to get one. It's dynamic and bendy, a bit like a gymnast.

And yea, I knew they were in low sec systems, but didn't realise it changed and that they would leave once it did. Seems I took too much for granted. Haha.

Oh well. I literally checked before posting and it was still showing as low, but now it's correctly displaying. I suppose it's game cache issues - I didn't physically go to the system, just loaded the system map.

It all fits then, no secret factors at play 🤓

I base myself between half a dozen systems for bounty hunting, and have been doing this in the same area basically since Horizons was introduced. I had a year off, having lost all interest with the Fleet Carrier Farce, but returned a few weeks ago. Every time I choose a mission to take down a terrorist, and have to interrogate a hub terminal, when I return to "home" ground so to speak, with a minor bounty to pay off, the system at which I always use for my interstellar Factors doesn't have one, the last time (or rather the time before this one in which I am seeing the same) I had to go back to the system in which I had sinned to find said Factors, locations given in INARA were diffy these offices. Then once I manage to find one, all of the others reapper which sucks - Why?

That's....not a big change, in fact that's about the smallest change possible, an agent leaving an area when security gets too high for them to operate safely.
