Interstellar Initiatives are a great idea and the first one certainly had some great concepts & moments. There is room for some tweaking I believe though and I personally feel they would benefit in moving towards the idea below to some degree…
General Changes
Some examples below to help illustrate the above, nothing scientific (especially the Thargoid kill rate). However, it should function to demonstrate the kind of system intended.
Example message to commanders:
'Calling all Pilots Federation commanders! The Thargoids are on the march and they must be held back! We need you to kill as many Thargoid Cyclops or higher class ships as possible to prevent humanity being over run! A group of wealthy intergalactic philanthropists & corporations will reward all those who assist handsomely. The galaxy needs you!'
Example Commander reward tiers:
People seem to like customising their ships, I do anyway. The Interstellar Initiatives I think could be enhanced by bringing together that desire to customise whilst at the same time giving squadrons as a a whole some additional currency in game to aim for. That's kind of my thinking anyway.

General Changes
- Rewards exist for both Commanders & Squadrons
- Rewards are only available for those that take part
- The Tiers record Personal & Squadron progress during the Initiative with Galnet providing daily updates on the galactic victory condition
- The start of the Initiative & its outcome are announced on Galnet & pushed via a message to all commanders
- Rewards for commanders should begin as basic cosmetics such as decals and advance through modules to possibly ships. Lore wise these rewards should be 'specialist versions' so they can be offered again at future Initiatives or via other means.
- The Rewards are not unlocks but are a specific module etc.
- Modules could be made unique and desirable by giving them a unique name, cosmetic look &/or a unique stat. The latter might be possibly achieved by allowing dual engineering via giving them an initial 'base' engineer mod. For example, 5A FSD with G1 FASTER BOOT SEQUENCE which can be engineered as normal. Thus, a commander can choose to engineer the module to G5 FASTER BOOT SEQUENCE or have G1 FASTER BOOT SEQUENCE plus G5 INCREASED RANGE (for instance).
- Powerplay modules could also be given away to reduce the problem of Module Shopping in Powerplay
- Ships could come with a unique paint job, special effect or shipkit (something like the Cutter's fin)
- Squadron rewards could be decals &/or bobbleheads depending in what percentage place they finish in comparison to other Squadrons, similar to how the Leaderboards work now
