I was trying to undermine in Upsilon Aquaria yesterday evening in one of the Resistance Zones/Military Strikes (in open and alone with virtually every ship coloured red... wasn't easy to say the least) but kept getting hit by NPCs who weren't there (invisible) or being hit from over seven KM away.
