Invisible War in LP 131-66

Buddy of mine says he sees that there's a war going on in LP 131-66, however, he's beeing flying in and out of that system for a couple days and still has yet to find any war or conflict zone(s).

What gives?

If you don't see checkpoints, conflict zones or capital ships, there is nothing to participate in for now. You could check the standings of the factions present in the system, if one has more than 95+%, there is a chance that civil war will break out.
