Invitation to federation in SOL system

I have today seen this "mision" under unobtainble, http://s14.postimg.org/6tifokdwx/Invitation.jpg , it is an invitation to go to sol-system to get a mission, but I can't accept it because I already have permission to go to sol... I guessing...

So my question is simple, what kind of mission am I missing out on, as i'm unable to ever accept this mission, since I already have the permission to go to sol, or is it some kind of fault that I can't accept it ?

For Empire progression, I think I had to go to Sommersomething first and Facece next. It should be only a permit and nothing else, but someone with Federation progression could check if it is bugged.

For Empire, the next natural thing was to travel to said system and look for missions from naval officer or whatever that would progress my rank further.

I was getting this a lot as well, being a beta backer I already had the permit. You can just ignore it, after a while they stop appearing and the feds will start offering missions again.

Just another quick question... I'm ranked as an "midshipman" (whatever that means) does any of you know how many rank-permotions I need to become an "encent" and thereby get access to buy the federal dropship ???
