Will Irregular Markers only show up if you scan the planet using the DSS....?

Most will, but there have been reports off even mapping the planets not revealing everything.
If you're looking for geo or bio signs, these will show up after FSS.

Scan the planet and sell the data, then you just have to get near it to reveal signals.

Will Irregular Markers only show up if you scan the planet using the DSS....?

There are 2 types. Ones that you are visiting for a mission show up without a DSS scan and are colored blue. Random ones only show up after a DSS scan. So it depends on why you're looking
