Ship Builds & Load Outs Is a ship that runs with 19% heat invisible to radar?

I remember reading in threads that 20% heat is the threshold at which point a ship disappears from radar at a certain range at least. Just noticed that my exploration Anaconda runs at 19% heat which its small 3d shields up, so i was wondering if anyone knew what the case might be. I still get scanned by police when entering stations. Asking cause i play in open, at Colonia region atm, and an exploration vessel is kind of vulnerable..
 
I have had a message from space traffic control stating that my DBE had dropped off sensors when I activated silent running (my DBE runs at low 20 % heat at idle) so i reckon lukenpc is right on this one as this is the only time I've heard that message.
 
Before I engineered my thrusters, my DBS ran at 18%.

It certainly wasn't invisible, but I found I could often submit to an interdiction, boost away, and by the time my attacker dropped in, I was over 2km away and they acted like I wasn't there.

After engineering the thrusters to grade 3 clean, my running heat went up to 21%, and it didn't work anymore.

TLDR: I think it depends on range and scanner quality. Running cold reduces the range at which enemies can detect you, higher class scanners increase it. You're never invisible at closer ranges unless silent running, and even that doesn't work at very close range.

Edit: This is with no shield. A shield increases your signature noticeably, even on a cold ship.

Heat determines how easily you are detected and at what distance. Low heat does not make you undetectable however it would give you a shaky blip on the radar whilst within radar range. As you get closer the radar resolution clears up and you are trackable again.

There is nothing in this game that makes you completely invisible. For example, when in silent running you are invisible on radar, fair enough. But if you are in visible range of your foe then there is a good chance they can use mk 1 eyeball to fire back.
