Horizons Is accepting a re-route request a crime?

I've had a couple of passenger deliveries go wrong (i.e., me being attacked by police seemingly out of the blue), and it's not clear to mewhy. The only issue I've not been able to assess is the effect of accepting a request to deliver a fare to a different destination (for more money).

Does re-routing constitute a crime?

On both occasions, last night, I was carrying what seemed like innocent fares. The first time, a passenger asked for a reroute, to which I acceded, but saw no suggestion that it was dodgy. The second time I had a arequest from someone else to deliver a batch of aid workers to a different destination - after being given docking permission, I was scanned, and my status changed to Wanted.

I didn't see anything about reroutes being deprecated, and the rerouted fares do not send questioning messages. My only obvious offences have been speeding, but no collisions, and that's never been a capital offence anyway.

I've studies the game's Journal log but am none the wiser - unless I've looked in the wrong place.

Edit: I've found the answer to the first occurrence (I missed "...may be wanted in multiple systems"). I'm still reseaching the second one - that may yet be related to re-routing?
