Don't pirate NPCs do that normally? IIRC, I've seen that behavior, but I'm not sure what you saw.

Random NPC attack since the smash signal incident.

Hello gentleman, I've seen reports and experienced myself random npc attacks ever since the smash signal started. Most of the time is from system authority forces. but some times is just from random npcs. You jump into a station or a planet surface. Some npc appears says nothing and Have you...

Like @nemolomen says, there is a reported issue of ships firing a single burst of their weapons when scanning - most noticeably security ships. I have had it happen to me a few times, interestingly the beams of the lasers did not actually hit my ship, just flashed once over the the top.
