Hmmm, there's one flaw here. The link you provide is indeed a worrying sign of the times regarding the culture of "I'm offended". Thing is it's not at all the same as what's happening in Elite. What that article proves is people being offended by acts that are not aggressive, just that they "perceive" acts as aggressive.

Now just consider this, are: attacking, firing upon and blowing up words associated with "actual" aggressive acts or "perceived" aggressive acts? They are not "perceived" at all these are "actual" aggressive acts (pixelated or not, that's irrelevant).
 
No matter how many times the OP, or others, try to move the goalposts or change/exclude definitions of 'harassment' the answer is still a resounding No. From the OP...

Obviously irl if you hurt someone minding their own business obeying the law, it definitely IS harassment. But is it harassment to do the same in a game?

Also, if Elite is meant to be a fun game, should players in Open have the option to opt into (or out of) PvP? Or, if Elite is meant to be realistic, shouldn't murder in game result in life imprisonment?

Apealling to illegal activities in real life in the OP in order to rationalse the use of an emotive perjorative term, but then declaring the legal definition of harassment not applicable within this discussion is beyond disingenuous. But let's indulge this shift anyways...

But, within the context of those sports, as defined by the governing bodies who set the rules, provide parametres for refereeing... Nope, just valid parts of the game/contest, no matter how mis-matched or how it makes your opponent feel. So how about we appeal to the governing body of Elite Dangerous for guidance in this matter?

Attacking 'clean players' is nothing more than different actions along a broad spectrum of legitimate ship-to-ship combat in a massive simulated galaxy that has been designed, created and promoted to not only allow, but in many cases encourage this type of player interaction - the context and rules of engagement(s) within this cutthroat galacy are quite clearly provided by FDev. And if you have issue with the underlined bits, FDev kindly provided modal freedom of choice.
