I think that might be where I got through, I was originally just going out to the inhabited system in the orion nebula.Has BL ever been locked? It certainly hasn't for at least 1.75 years, but I can't comment authoritatively before that.
Horsehead Dark is locked, but not most of BL itself.
You might get route plotting issues however due to it being within Col 70, which is region permit locked. If you haven't got the range to jump the Col 70 wall between Witchhead and Synuefe, you'll need to go all the way around the back of Col 70 to get in. Don't go around to the East as you hit other permit locked regions.

Thats very interesting! The biggest area of locked permit and you got lucky to go there un 2016, anything special? Im thinking now days its a huge testing area but why wouldn't you do that on the other side of the galaxy? But hey, maybe they need to be close to the bubble for a reason.. its just odd they leave these systems locked for so long, its now 2021 and col70 is still locked and dont forget polaris, i viewed the planets cartographic data and its definantly intriguing but why lock that specific and only location there..Barnards Loop has not (AFAIK) been locked, but large areas (including Col 70) have been permit locked. I find that going via the Witch Head Nebula has worked for me in the past.
Col 70 systems became locked around February 2016. Prior to that I could plan a simple route into that area (there is a system there I find intriguing), but then I had to do some work to find a viable route. The Witch Head Nebula got me there.
