Is carrier decommissioning broken?

Early april i decomissioned one of my carriers. On the correct schedule, received the confirmation email, received the refund credits (though it seems to have ignored cargo this time), carrier is still there 3 weeks later in the crossed out nav panel / untargetable state.

It might be, pretty sure I've seen a decommissioned carrier floating around a nearby system for over a month by now.

3 weeks is no time at all. Decomissioned carriers are removed after 3 months, as far as I read about it.
