Is Colonia dead?

I'm doing the engineers in Colonia, and I need Faction Associates and Culinary Recipes (or Cocktail Recipes). I've been checking for a week to see if they appear as a mission reward, without success. And in settlements the dataports are empty. How do I get them?

Pretty much the only way is to suicide back to the bubble, buy them from a carrier preferably, then find a carrier to take you back to Colonia. That's what I did..

Settlement loot (data ports, crates, lockers etc) in territories outside of those covered by Powerplay is unfortunately broken right now, meaning that they contain absolutely nothing. It's a rather glaring issue, so I have to wonder why it's persisted for as long as it has. Here's hoping it gets fixed in the next update.

It will only take a couple of days. Check out the fleet carrier owners discord server. There is a carrier departing towards Colonia 16 hours from now. So in a couple of days you can be back there.
Carrier details
System: Tiangchi
Carrier name: Neil Armstrong [HHK-LVM]
CMDR Timotei Danilov

But if you need any more on foot engineering, Colonia is indeed dead for mats you can't get from mission rewards. As are the outskirts of the bubble where I play and there's no powerplay. I can't believe they haven't fixed it yet. Talk about abandoning Odyseey..

Let me know if you do come back as I have 100+ recipes and half that of faction associates. With the bartender not working, it would have to be a meeting where one chucks stuff on the ground and the other picks up. Providing that the earth does not swallow up stuff as it occasionally does!

You can still do that. Your carrier will not be stolen
There's no way to suicide back to the bubble. I'd respawn back on the carrier. And if the carrier's docking access is none, one will respawn at the previous station docked in Colonia.
Anyway, thanks for the information that my carrier will not be stolen. I was very worried.

The sidewinder option.

aka buy a cheap ship. Hit the rebuy. Forteit the ship and choose the sidewinder option.

Result. Back in the bubble

Sidewinder suicide means:
1) buy a stock sidewinder/hauler/whatever you can get cheap, and fly it, leaving your good ship safely docked.
2) get it blown up (I think sitting in a star's corona is more satisfying than self destruct)
3) choose not to rebuy. You will respawn with a free sidewinder at the first place you docked after leaving the starter zone, which, unless you were a super-stud and went from Dromi to Colonia without docking or landing, is in the bubble somewhere. Your main ship will still be where you docked it at Colonia, as will your carrier, etc.

Personally, I would just fly back in my explorer, get what I need in the bubble, and return to Colonia in my explorer. (Actually, I would probably rage quit, or play something else until the problem gets fixed, like I did when there was a Thargoid invasion instead of a rebalance to engineering). Given the number of bugs that never get fixed, though... this one worries me.

Tomorrow, Jan 3 at 14:00 there is FC from Colonia to Bubble. I would hitch-hike that ride on a decent multi-purpose/mats hunter ship and same way back later to Colonia with required data and other materials topped-up.

No shipyard on that FC though, so make sure your ship can do everything all at once or outfit on Colonia. Also the FC wont be going back to the bubble, I'm planning in Decommissioning there since I'm restocking a STAR carrier

Im already in there, my Carrier is the one going to Colonia. But yes the discord is a very good resource as well for stuff other then just carriers
