Is crime an punishment broken?

I was playing this morning and I noticed a few things.


1. Interdicted by Enemy PP npc, in a neutral zone. Enemy fires, but doesn't get a wanted tag. Either I run or incur a wanted tag of my own. NPC should be wanted after opening fire.

2. Anarchy system, System Security Vessel! interdicts my ship and says "Crime detected", then summons his friends, who just sit still and don't attack. What is a security vessel doing in an anarchy system without stations and planets?

3. Get chased down by a Pirate Python npc, he appears in every instance I end up in, WSS, USS, Nav Point.
Police don't attack it at all.
 
No, working as intended. For some reason Powerplay supersedes regular legal status. Even in exploited systems. Makes no bloody sense, but that's just one of the many things about powerplay we're supposed to love so very much.
 
1) Do you have report crimes against me turned off?

The UI can only display one tag at a time. If he is hostile then it will not show wanted. Did you go to left panel and see if he has a bounty?

What was an enemy NPC doing in a neutral zone? I thought PP NPCs only spawned in PP systems.

Are you sure of your facts? If so, perhaps you should report it as a bug.

2) Anarchy systems can have non-anarchy stations which have security forces of their own that will fly around the system. No idea why he detected a crime... do you actually have a bounty on you at the moment from a faction? Not sure why they wouldn't attack, perhaps because they are outside their jurisdiction.

3) That is bizarre... but could be you have an assassination mission and you are in the wrong system for it. People have reporting this can happen. Either that, or you have picked up a fan :D

1. yes the system is not controlled by any faction, but I constantly get interdicted by alliance enforcers without the chance to fight back ( without getting a bounty, "he shot first officer!")
2. I did have an active bounty but not from that system, it seems broken that the anarchy system without a station has security vessels.
3. I've done some experimenting, the python turns up if I pick up more than 10 trade data.

Anyway, I quit PP too much of a grind and broken game mechanics. It doesn't follow the background sim, how can alliance be expanding into the territory if there is only Fed and Independent minor factions, It just doesn't make sense.
