Is expansion blocked by pending conflict?

Per the thread... just wondering, I thought expansion could still go pending if a conflict (in this case, election) went pending in another system?

In this case, my group's faction has gone:
Day 1: 73.4% - Boom Pending, Outbreak recovering
Day 2: 71.9% - Boom active, Outbreak recovering
Day 3: 74.1% - Boom Active, Outbreak recovering, Election Pending
Day 4: 75.9% - Boom Active, Outbreak recovering, Election Pending

Coincidentally, we're also 72.6% in another system at Day 4.

It looks to me, based on recent data, that expansion cannot go pending if there is a pending, active or recovering conflict. I think this may be a recent change, though ... interesting.
 
Expansion and Retreat are both blocked by conflicts even in the Pending or Recovery states.

I have used that to delay and avoid expanding from certain systems before by just using a conflict to get in the way and adjust influence as needed.

You will need to wait until the Recovery state from the conflict clears before the Pending Expansion starts.

Its always been like this - though there was a time when boom (and presumably bust) also blocked expansions - getting expansions then was a truly hard exercise!
