Is FD Trying to Discourage New Pilots?

Yes, it's more of the same for a bit. Then, suddenly, they fawn all over you for a while. I got really excited when I wasn't being snubbed and berated any longer, but then I noticed something funny. At Neutral, they're friendly. At Friendly, they're adoring fans, bordering on sycophantic. Then, suddenly, at Cordial, they turn snippish, and at Allied, they're downright RUDE. Has made me wonder if something's tuned wrong in that code somewhere.
Unless it changes, yet again, when I rank up some more? I'm still rather new. Currently Harmless/Broker/Pathfinder/Helpless as far as ranks go and Midshipman/Serf/Cordial for superpowers.
No, that was on fast! The location of the nearest systems combined with the range of my FSD and the cargo meant I just couldn't get to most systems. That required a convoluted route; for comparison on economical it would have taken 8 jumps! If I had blown all my quid on on the "best" FSD at that station I might have increased my range enough to just make a few jumps but I didn't want to risk that early on.
Part (most?) of this was my choice of course; I decided to move a few systems from my starting point and maybe I haven't chosen wisely but that's the breaks. I was a jump or 2 away from Eravate when I started, I think Trevithick dock, a message took me to Eravate, Cleve Hub, for a 10,000 Cr payout. After that and the 2 missions I took, one abandoned, the other successful, I decided to look elsewhere. I'm currently in LTT 15574 at Haxel Port, it's Federation aligned and a Democracy controlling faction. Unless I decided to head elsewhere that will be my home base for at least a short while.
