Is Federal Rep System Bugged?

I was testing the wanted faction rep thing you guys were talking about just now in the Sol system.

There was a change. Finally, attacking wanteds does not impact rep.

howwwever, the "bug" most of you talk about when the security forces open fire on you is again faction related: Dont open fire on the CONTROLLING faction criminals. Security forces (that work for the controlling faction) see that as attacking a teammate, regardless of criminal status. so be warned, and informed. Do a little reading up on targets before unleashing the dakka DAKKA.

Yeah one of the developers mentioned that in a thread. They said the bug is intermittent so it's hard to nail down. He recommended not fighting the security forces back, just jump out.

" Is Federal Rep System Bugged?" totally. I have been playing since gama and one scan resulted in my status going to unfriendly with every single system in the federation and every single one needs to be improved individually. It's a huge game breaker.
Don't give up, Ben!

I spent the last month coming back from "Hostile". Today I had actually decided to give up and was heading down towards Imperial space to kill some of those evil Slavers. I stopped off at the very last Federal outpost to refuel and hand over some Exploration Data worth about 4,000Cr and... BAM! "Neutral" again.

QE

PS and just in case you weren't sure: when you get back in the Fed's good books, that automatically puts you back to at least Neutral with all the Fed minor factions in the Galaxy as well...

if you bounty hunt a criminal that is part of a Federation faction... guess what the consequences are... even though it was legal to shoot him?
This is totally misleading. There's absolutely no consequences whatsoever when shooting faction wanted ships.
edit: Besides when you you shoot the major faction and police gets mad. They only shoot you, but there's no rep loss unless you shoot back. I've only seen rep gain when shooting wanted ships. The only rep loss after shooting someone can happen when you turn in certain assassination or kill missions. This is from an Allied Empire Earl and a guy who got from very hostile to unfriendly with Federation.

we also take a rep hot by abandoning missions given, as well as changing mission destinations when talked into it

such abandonment is hated strongly, FYI
