Is FSS mouse speed tied to frame rate?

I'm using my mouse to steer the FSS. I have the in-game mouse speed set to fastest (I prefer it fast). I have v-sync on which limits my frame rate to 60.

If I turn off v-sync in order to speed up geological/biological site scans, then the mouse slows down massively. I think the mouse is about 1000dpi. I think it's using the default mouse driver (Microsoft 2006 one), and it performs as expected outside of Elite.
 
Everything about the FSS seems to be tied to frame rate. I have my frame rate uncapped and using either the mouse or my thumbstick to move the view seems to speed up or slow down inversely with frame rate.

The mouse cursor performs normally elsewhere, irrepective of frame rate, but the FSS doesn't seem to use a cursor. Probably just polls mouse movement every frame, with higher frame rates resulting in less acceleration.
