Is influence locked for all factions in a system during a conflict?

Just the warring factions.
However, if everyone's in a conflict except one faction, then that faction can't move either, for obvious reasons.

and just occasionally, for reasons unknown, bothsides in a conflict can drift up or down together, but that is increasingly rare.

We have seen conflict factions drop together while another faction had the investment economy state.

as a rule yes.... but we have seen low level creep, but not for a couple of months now.

We did notice that when there are 2 MF at War, our INF moves up slower and down quicker. I am not sure, it looks like there's some different weight on marginal movements on INF. I mean, if we are 55% 15% 15% 5% 5% 5% and the two 15% are at War, it looks like it's much slower to "suck" INF from the 5% MF on our side. But if we undermine, we lose INF fast and the 5% INF increase.
