If I jettison demanded cargo to an NPC pirate on mining site but my limpets get the cargo back, the pirate just complains about "that was my cargo" and "no honor among the thieves" but doesn't open fire. In most cases I just flee with my engineered thruster but sometimes discovered asteroid is too tasty and I decide to give a few tons of cargo to the loser.

Selecting " Jettison (Abandon) " stops your limpets from picking the cannisters up again. Useful when making room in your hold or when teabagging (don't google that).
I know that I can abandon cargo instead of jettison but I thought that the pirate was supposed to open fire when got nothing.
Sometimes they will open fire even if you jettison everything! Maybe your limpets picking up again confused the system? I don't deal with pirates when mining, I always wait for them to high-wake out before starting to gather resources. (That's why people don't mine in resource extraction sites.)
Yes, I do that too but I had a few instances when a pirate appeared later again.
