Is it just me or are High and Low Intensity combat zones mislabelled?

I've recently come back to doing mercenary work and it seems to me the Low Intensity zones are consistently higher intensity than the so-called High Intensity ones. Have the labels been swapped or am I crazy?

I usually drop into the Low ones and there's a few contacts ready to go. When I drop into the Highs they're generally empty.

If you hang about long enough though, they can get plenty intense. I found a Python, Vulture and Cobra in a wing in one HIRES (all around Dangerous-Deadly rank). That was pretty nasty.

You're probably talking about Hi-RES. OP is talking about Combat Zones, no wings there yet.
OP, no, hi intensity CZ normally contains more ships. If you lack to see spawn, generally fewer ships, it may be that you're in open and relaying on someone else connection (or island). Try private group or solo, and it should be 'more intense'.

Keep in mind, the smaller low intensity have fewer ships, altough fewer greens to be shot by red, hence the red's may target you more frequently.
In hi intensity, there are more greens for the reds to attack, so it may seem it's less intense.

It was noted in a previous dev blog or newpost that the "high/low" really referred to the combat ranking of the ships being at the upper end. Low intensity has combat rankings in the lower. Regular RES's have a normal distribution. The "Intensity" of the res is dependent on the security and population of the system etc. But basically since 1.3 RES's have been horrible across the board.

If you want an intense battle, join Antal and goto a violent protest zone alone. Holy hell. You will not be having a good time.
