Never tried before today as usually I'm in voice comms with friends, wanted to send a text message to /squadron (and that's another issue, why can't I just use /s?) earlier and discovered I couldn't actually use the chat window at all while in the FSS, normal or something I've missed?
Is it just me or can you not use chat while in the FSS?

That's correct and was noted in Beta already.
FSS disables any outgoing text-based means of Communication.
