I've been salvaging (a.k.a. grinding materials) today, and found some pretty interesting stuff....
At a Degraded emissions I've found and American Independence Party (a bunch of weapons, explosives and beer)
At a Distress Signal, three capital ships were going at it being one of them a pirate.
At a Combat Aftermath, which I found nothing almost every time, a bunch of mid-tier materials...
At a Convoy Signal (I think), there was some T9 labeled "Proof depot" or something like that, carrying about 200 bromellite and an assortment of piracy commodities (of those carried by the npcs like Precious Gems and stuff), and some police...

but the last of your encounters is really promissing to me, a seasoned NPC pirate.
