Is it normal that marine reptile feeders do not produce fish?

I made a very large lagoon to put several species of marine reptiles, so I put a lot of feeders. But the feeders no longer give fish even when I feed manually. Is it a bug? Or is there a feeder limit not to be exceeded or some other mechanism that I don't understand?
 
Do you have mods installed? If yes, there are some mods that do produce such bugs, extended behaviour.

I still have this bug sometimes, without any mods though.
 
The bug is this:

Feeders put out one unit of food after being built, then they never automatically open. Even when you press the button, the lid opens and closes immediately without releasing fish and stays at 500/600.

I know that in my case, the feeders frequently won't release fish automatically and often it often has to be done manually. Unfortunately, I've had a similar problem with the live prey feeders to point where the dinosaurs would starve to death if I didn't manually release the goats. Is it possible for the developers to put in a feature that lets you determine how often the feeder releases food? I know this feature was present in the first Jurassic world evolution game.
 
The goat feeders only really satisfy the prey stat. I'd only put so much in that it is sated. Put in a normal feeder if you have multiple carnivores and you shouldn't have any food problems.

no not at all. this happens even when the feeders are full, or when i have just built them (so they have not had time to empty). when i manually distribute, nothing comes out of the feeder, and the number of distibution does not change, as if I had done nothing at all.

that is exactly what is happening. sometimes it even stays at 600/600
