Is it Possible to Build build a Underground building In planet Zoo , if possible how ?

You can create a Tunnel by using the Terraforming Tool. If you plan to build a Staff Building or something else with a negative Impact Radius, I recommend to build it in a specific Depth because the Radius also goes upwards
You also can use the stamp tool. It's very useful, if you use it together with the advanced building gizmo.
Didn't think about that one. Definitely nice for creating Square shaped Tunnels and Rooms because they can be better decorated with Walls
Is it using push tool or the chisel tool?
I am not sure what is their differences ? And which one to use to build a underground area
You can do it with the normal Tool to lower the Terrain if you've activated the Tunneling Option. But there's also a Tunnel Option in the Path Menu
I think it should work with every Option that you can also use to lower the Terrain. I recommend to at least use the Path or the Stamp Tool at the Entrance so you'll get a smoother Transition between the Ground and the Tunnel

There is also a tool called the 'terrain stamp tool' the menu for it is located just under the menu for the 'push', 'chisel' and other tools. It creates square, round, pillar, etc shapes out of terrain (or can create negative spaces or voids using the minus button). You could go under ground using the stamp tool to create square voids, and you can spesify the height and width of it so you have more accurate control than the push type tools.
