Is it possible to get to Alioth in the gamma?

I've been thinking about defecting to the Alliance, but the system requires a permit. Is that because it's off-limits in the gamma or do I need to earn their trust first? Anyone know? I mean, I could just go there. But it's, like, far.

All the Capitals are 'Permit Required' at the moment and seemingly unable to get a permit.

Guessing that they'll be like that till release on the 16th.
