Newcomer / Intro Is it safe to kill ENEMY tagged ships on a system?

It depends on where you are.
it's a powerplay thing. If you are, for example, working for Torval, every ship that is of non-allied power (like federation ships) will have the "Hostile" tag on them. If you are in Torval space, you can kill hostile ships and it counts as defense. But if you are in other power's teritory, it's an assault.

"Your" territory hopefully meaning your Power. :D

Take it with a grain of salt, though, I haven't done powerplay in a while, now. It might work only in Control systems, or everywhere, I'm not really sure. All I know is that when I found a player of another power in Duval space, I could attack without getting wanted.
 
You can be much more aggressive in the Beyond release, PPvPP is going to be virtually (or entirely) ignored by System Laws.

Hey, not saying PP is a fleshed out mechanic in any way, but with the right amount of roleplay (and friends) it can be quite awesome. :)
 
You can shoot any target without getting any penalty if they have red writing where it normally says wanted. That's "wanted", "enemy" and "lawless". note that that does not include "mission target" because the mission target is written in a different place, and they can sometimes be clean.

Note also that enemies can sometimes be your friends. I've been RES farming before when one (NPC) turned up, and he helped me shoot many of the wanted ships, like the feds do, except that he wasn't a fed himself. Basically, you have the option to attack them and occasionally, they attack you.
