No it isn't but it is possible to pre-order the game and maybe get access to one of the beta phases by going to the Elite: Dangerous web shop, creating an account and buying one of the game packs.

Wouldn't bother with buying the Alpha package at this stage now unless you really really need to as that phase is well past the half way mark and it's nothing like a playable game currently if that's what you're after.
