your CPU and RAM are both bare minimum, and even though your GPU is decent its more about the CPU in a game like this... I would not expect to get good frame rate with the bare minimum, especially when viewing bigger more detailed parks unfortunately

The game is very well optimised from what I've seen. With so much stuff to be doing calculations on its very impressive actually. It will probably improve, but the minimum specifications are what they for a reason.

Don't aspect the best from the FPS. You don't have the best PC, but when you optimise your PC, you can get around the 20/30 FPS.
I have the same problem as you... Not the best PC, but I run everything because I optimise my PC. You need to close all the other programs and you need to look at the settings of your video card.
