You need 700 merits to get the shields. The most efficient way to do this is to pledge, do nothing for 3 weeks, then pay a few million to get the 700 brochures or whatever and then dump them in whatever system is closest that will take them. When the PP week ticks over (following Thursday) you will be raised to rank 3 and lose 350 merits. The shields are now available in every station with Outfitting.

So it stands to reason that if this is your third week (or later) you should get 700 merits before Tuesday and the shields should be available to you when PP ticks over next Thursday. If you are pledged for less time you should get 10 Merits as that is your free allocation without waiting around and this will prevent you from being de-pledged next week for having 0 merits, which will reset your wait time. On the other hand, if you get all 700 merits too early you will lose half of them whenever it ticks over.

I found it far easier to find an Anarchy System owned by enemy power, and murder 25 ships (30 merits per kill). Then fly home and hand them in.

Done. Only takes about an hour, spawning dependant.

Then you don't need to spam buy loads of brochures. And you get to murder stuff.
Win win.

Gotta disagree with you there, my way is more expensive (it costs ~7M) but it's definitely easier. It's essentially a single hop trade run, in and out in 10 mins. The hardest part, as you mention, is only being able to get the brochures (or whatever) 10 per click when you are Rank 0, so that's 2 - 3 minutes of repetitive clicking alright. It's still much easier than killing a ship every 2 minutes for an hour though!
