Is it true that heat sinks are considered a better counter-measure than chaff? If so, why?

1. Flash-freezing your ship means that the enemy loses lock on you (his computer "un-targets" you). That is much better option than chaff that only makes gimbals and turrets less accurate. For example if you're in a fairly big ship, even scrambled gimbals and turrets will still hit you a lot. But if they lose their lock on you, they'll just stop firing.

2. If you use high-drain weapons like beams, popping a heatsink when your WEP pool is almost drained prolongs the time you can shoot them.
 
Umm, gimbals won't stop firing if they lose target. In fact, even if you don't pop heatsink and use chaff, I'd still un-target you and happily hit you with gimbals which now act like fixed weapons.
Popping heatsink will not be any better than chaff in that situation - but you right about turrets and that's what probably makes them better on average.

That's true against other commanders - they can definitely keep shooting with gimbals. But against NPCs, it works a treat.
 
Even if heatsinks were better than chaff as a counter-measure, chaff can carry so much more ammunition.

I only use them on ships to balance a SCB and on fighters to power lasers for longer.
 
Heat sink is also good if you're being scanned by the local severity forces and need a extra few seconds.
Having said that, I still like Chaff on smaller ships, since unlocked weapons have a harder time hitting you, it seems to last longer and you have more uses. So I use chaff on small ships, heat sinks on big ships and medium ships get both.
 
I disagree that heat sinks are better than chaff. Perhaps on a cool running silent build, otherwise no. The ammo alone would make chaff better.

The same can't be done with turrets... I should check if there's a quick-key for fire modes.
