Is jump range bugged if you have an extra, empty fuel tank?

I have an extra 64t fuel tank in my exploraconda - the jump range is about 76ly laden without the extra tank installed, but if I add this tank and leave it empty it still says 76ly in the ship panel but I can’t plot or jump over about 65ly. Is this a bug whereby the route plotter ignores the fact that the 64t tank is empty and just treats it as a worst case scenario of 96t of fuel, but this isn’t reflected in the ship range display which still shows 76? So that’s bugged then?

I removed the empty 64t tank and can now jump around 76 happily.

I found some really old post-beta posts complaining about this but I assume it never got fixed if that is the case: am I right? A “turn off module” option for the 64t tank would fix this.

I think the route plotter always uses the max fuel mass to determine max jump range because the computer does not recalculate the route based on how much fuel you scoop at each star.

Suppose it let you jump 76 and then you scooped to full. When you tried to jump, it would say the fuel required to make the jump exceeded your FSD because you would be heavier than when you plotted the route.

Yes I think you’re right - obviously the range display is bugged then as it goes on actual and assumes I can still jump 76 or more.
 
Yes and no. As I understand it, single jump plots will calculate based on your actual fuel level. Multi-jump routes will assume all tanks are full for each jump, regardless of actual fuel state.
This. It is also a good part of where the savings in spansh generated routes come from.
OP, your best bet would be to use the Galaxy Plotter. That one takes a JSON ship export from EDSY/Coriolis so if necessary you could also feed a build that omits the fuel tank (it's been a while but when I last experimented with the tank size on my jumpaconda the neutron plotters Sol-Colonia route actually gained hops for all the same reasons).
