Is Notoriety a thing?

I've been doing a lot of bounty hunting recently for the Empire, the kind you get from bulletin boards and make 200-400k total from the whole venture. Well recently I've noticed that every time I jump into a system to search for a pirate lord or more recently generals, the first USS I investigate is somebody warning me, and giving me an alternative mission. Whenever this happens, it seems that it becomes significantly more difficult to find the targets I'm there for. For instance, the system I'm sitting in currently has reports of 3 of my current targets being there. When I jumped here, the first three USS's were all warnings and alternate missions. I've crossed the system twice, and have only found wedding/funeral barges, random NPC's derping around doing nothing important, or the occasional small bounty. I feel I'm being trolled here, does anybody have any insight as to what is going on here?
 
I'm sure there's a known bug with some of these missions - the advice is to shoot at anyone about to give you an alternate mission path before they update your computer..

Otherwise your target will never appear!
 
But it didn't seem to be that way before. It used to be you could find a pirate lord within 3 USS's.

I like that idea

Before I abandoned doing anything related to the USS missions, I would shoot the idiot about to offer me the 'alternative' mission, then go pay the bounties at an outpost. It was the only way to avoid getting stuck in USS limbo, and/or not being able to turn it in if you ever did find the guy you were after.
 
I've never had trouble with the alternative mission stuffs when doing ONE AT A TIME. As soon as I pick up a second one to try to save time though, they both get stuck as you describe.
 
If you have already received the information as to the whereabouts of the target then the 2nd mission update does nothing. On the other hand, if you are yet to receive that information then you can no longer progress on said mission.
 
Like hort_wort, I've not had any problems so long as I only did the one mission at a time.

Maybe it gets confused with more than one on the go...at least you can drop all but one and see if it helps (or drop all and only pick up one mission from here on).
 
I can imagine part of my issue is I like to have many of these active at once... I've currently got 6 active and that's pretty normal. But I've resorted to shooting the warning-bearers and just eating the fine, and it has alleviated my inability to find targets, for the most part.

There is a known bug. Sometimes, when you get a counter offer it breaks the mission and you will not be able to find your target. I believe this will be addressed tin the next update when missions get a complete overhaul.

In the meantime, when you get someone trying to make a counter offer, shoot them, (you don't have to kill them). It will shut them up, and you can continue with your mission, (it will not break).

If you are not in an anarchy system, you will get a bounty, but it is very small and you can pay it off before continuing.
 
It's a bug. If you get the "Alternate Offer" before you get the "I wouldn't go to [x] system" encounter you'll never be able to finish the mission. The best thing to do is to abandon it immediately. I haven't noticed any rep loss for that but I did lose rep for failing one. I take multiple assassinations all the time and it doesn't seem to affect the frequency of the bug. Sometimes it just happens.
