Is Number Of Offspring Random?

As the title says; each species has a number of offspring possible. For lemurs it's 1-4 per event. I mostly get single babies, occasionally twins. I think once I got triplets.

I was wondering if the number of babies is pre-set at a specific chance of getting twins/triplets/quads but it rolls randomly, or if there's some hidden genetics that means a female is more likely to have one or the other and can pass that ability to her children? Anyone have any ideas?
 
Supposedly if you have max fertility on both parents you should get the max number of offspring each time, however I believe it is bugged, as I have only ever had two offspring per event for my big cats and canines despite both parents having max fertility (in Sandbox). Same goes for my ostriches, never more than three (and reptiles, never more than four).
 
It depends on the Fertility Gene of the Parents and your Research Level for the Species. But I do also think there's a Bug since some Time. My Siberian Tigers always got 3-4 Babys but now they do only get 2 every Time. My Tortoises also only got 2 today

The majority of my lemurs are at 100% fertility. That had been my first guess, so I checked. But, if I compare mates, two parents with 100% fertility doesn't always result in offspring with 100%, because of the hidden genetics. That's why I was wondering if the number of offspring was also affected... I hope that's the case and not just a bug! It would make breeding for hidden stats much more interesting!
