I've been "ram attacked" by multiple 'clean' CMDRs this weekend at the CG (flies to honey), mostly at RES. I don't stick around long enough to let them finish the job, but I have to wonder if they are clean, yet they are brazen in using ramming as a form of attacking other ships (they never fired a shot), does this mean ramming is still an exploit to allow CMDRs to kill other CMDRs without consequence?
If so, then Frontier can "ram" their CGs where the sun don't shine
If not, what are the consequences?

I've got my answer to the question (along with a lot of 'friendly encouragement'), so here's my potential solution to the problem:
Two things need to happened when we are rammed-attacked. First, the rammer needs to become an enemy target that I can open fire on in self defense. Second, if I die, they get a bounty on their heads and notoriety. The idea that I can't defend myself against a rammer who can destroy me without consequence is totally broken.
