Is sirius permit bugged?

Avik if I remember was the best change of receiving the permit. I got mine awhile back after this whole debate and Avik was the most frequent one for receiving the permit. I was doing the rep in Ceos and once I had the reputation, I went straight to Avik as recommended and got the permit right away...
I came back to Sirius, Patterson, after playing in the Beta, and was surprised to discover Sirius Corp was offering 6 missions yesterday, one of which was (at last !) the Qwent mission.
So something has changed. Get there now, if you've been waiting it out.

That's where I earned my permit. Took me a long time to do it, but I made a fair bit of cash in the process. Enough to buy a Corvette in fact. Just keep plugging away, the permit will drop eventually.
OK, so I ranked up to allied with Sirius Corp doing data runs and such between Sothis and Ceos.
I've since played another 15 hours or so, even travelling to other Sirius controlled systems.
I have an invite from Qwent but still no permit???

There is no known bug regarding the qwent invite blocking the sirius permit.
There is a known bug regarding the delivery of rank missions in general, but this has no interaction with any engineers.

Are there any bugs regarding the instantiation of engineer invitation missions? I'm trying to get invited to Qwent
I've been all over Sirius, Procyon and Avik all week, mode-switching, doing additional missions (I am at 100% Allied with Sirius Corp) and haven't seen the Qwent invitation yet.

I'm pretty sure the Qwent invitation is only available in sirius and is affected by the same bug.

You're right, it's not the exact way I'm putting it.
This is primarily because there is no interaction between the qwent invitation mission and the serius permit mission.
The bug affecting permit, engineer, and rank missions is purely an issue with the process which decides which of the generated missions are added to the list of missions you are sent.
We try to ensure every board has at least one of these missions and optimisations in 2.2.3 neglected to exempt the rank missions from elimination during the selection process.
It has nothing to do with which engineers you may have invitations pending for.
This has been fixed in 2.3.

there is another effect happening, where the mission system will remove the rankup / permit missions if you are in a shared instance. I have noticed it , and I am documenting it for a bug report in the future. If you still can't get the mission for the rank up / permit. Log off completely, and then log into a solo session. Move between the stations that are available until the mission pops up.
Open or group play like mobius is detrimental to the probability of the mission appearing. If the mission doesn't show up in solo play, log off and try in 1 hour increments until it shows up.

Got my Sirius permit last night. Marco seems like a nice guy.

An hour after getting allied I got the Sirius permit in Procyon and 2nd visit to Sirius got me qwent.
That hour took me from allied to max though so I wonder if it triggers higher than just allied. Or perhaps the RNG gods just like me.

The 2.3 patch notes only state a fix to rank missions, not for engineer or permits, so you can understand the concern.
But with a bit of patience, the missions do turn up. I can confirm this with engineer invites. I unlocked Nemo on the weekend. The mission disappeared from the list once I was friendly with the faction and didn't show up after trying the stations again. So I went to fetch the first lot of rare goods and checked again on my return. The mission showed up in the second outpost I visited. If it hadn't, I'd have done a few more missions until it did.

Absolutely.
Because the imperial/federal ascension missions, the permit acquisition missions, and the engineer unlock missions are all internally identified as "Rank" missions, I'll often refer to all 3 as such.
I can see how this might confuse people unused to the internal terminology.
