Is that "film grain" new?

Today i loaded up elite on the xbox one X for the first time (also the first time i have played it on a console in 6 months) and i noticed a strange moving film grain/fuzz like artifact happening all over the grey areas of my anaconda dashboard.

My first thought was the One X was to blame. Perhaps some strange artifacting caused by an error with the sample rate (1080 instead of 4k). So i decided to fire up the XB1 S and see.

Turns out.......it wasnt the one x. That is just what elite looks like now on the XB1? When did this happen? I dont recall this Fuzz. I asked 2 other friends to boot it up and check it out. They both noticed said fuzz and could not seem to recall it being there before.

Was it always there and my friends and I all just have crappy memories (totally possible)? Or did it get added some time in the last 6 months? Visual stuff like this drives me absolutely bonkers so i seriously doubt i put hundreds of hours in without noticing it before.
 
They've been poking around with the graphics on the xbox version in various updates this year, may be to do with that. For example we had extra lighting effects but it was causing frame rates to tank at one stage. As for your grainy surfaces.. something to do with the shaders currently being used maybe?
 
Ok. So it is new then. I was pretty sure it wasnt there before. If it had been i might have had a lot of trouble playing.

Like.....i turned it on and immediately noticed. I thought it looked HORRIBLE! I know this sounds totally blown out of proportion but my eyes see every little artifact, screen tear, smear, or stutter(it is a Curse) And this particular "effect" causes a MOVING fuzz so it draws my eye. I cant help but constantly notice it.

P.s. if you are the kind of person who can't help but notice visual artifacts, go G Sync and never look back.
