Is the background simulator shared between platforms?

Hi all,

I know that cross-play between platforms (PC, PS4, Xbox) cannot be done.

However, do they share the same universe in terms of, for example, Power Play, Minor factions and Exploration?

In other words, actions performed by PS4 will be reflected in PC? For example, favoring a minor faction, or undermining a Power Play control system?

In terms of exploration it would mean that, for example, if a PS4 player sets a system 'First Discovered by' him, I would see his name if I visit that system with my PC. I guess it will, Am I right?

I don't know about exploration finds as I'm not an explorer, but all platforms do share the background simulation.
 
From my observations, the effects are shared - but some of the details are not.

I cannot track ship Traffic on XBox from the PC apparently, but what work is done is counted.
