Is the bugged Mbooni permit intentional?

Currently, no one can get a Mbooni permit. https://issues.frontierstore.net/issue-detail/51914
I'm wondering if that is intentional on the part of fdev. Are modified guardian shard cannons so over powered that they don't want any additional commanders to use them?

LHS 1163 is less than 20 LY from Mbooni.
Azimuth Biotech controls LHS 1163.
Being allied with Azimuth Biotech should generate a permit but doesn't.
Mbooni is not in a state of War or Civil War. It is in Civil Unrest.

Am I missing a permit requirement?
Is Civil Unrest also a state that blocks permits?
Am I wrong about the distance between LHS 1163 and Mbooni?
Azimuth Biotech is at < 51% influence in LHS 1163. But it is still > 50% influence. Is that a factor?
Is this a glitch with the new release?

All permits were broken with U16, though they fixed the others fairly quickly.

Looking at that bug report this one looks slightly different: the megaships don't have working mission boards (and the Musashi is too far away anyway).

It should be possible to pick up the permit mission from other stations in LHS 1163, in that case - it doesn't sound like anyone on that bug report has tried that and found it doesn't work either. (Which is not me saying it will, that might also be broken! - just might be worth a try)

The megaship Glorious Prospect was made the permit giver as a Special case because they had lost controll of all systems...
It was the ONLY one off change because they had lost controll of all near by systems no other megaship was given the option...
They never had controll of LHS 1163 at that time so the fix was to allow the mega ship to run the mission broad which put the permit in players list with out running a mission at all... you just had to land on the mega ship with 100% rating...

Update 16 did disable all permit unlocks... but the mega ship never used a mission in the first place so will require a different "fix"...

I had hoped that after the latest mission snafu was fixed that I'd be able to get the Mbooni permit. But no, the permit is still not available at Glorious Prospect or Hunziker Terminal.

I have a new theory as to why the permit is unavailable:
  • Alison Miller's son Bunter was selling access to Azimuth Biotech's top secret documents when Alison was VP.
  • The Thargoids have been bribing the Millers through shell corporations and buying Bunter's worthless nose paintings.
  • The Thargoids are not happy about the guardian modded weapons available at Mbooni and ordered Miller to make the permit unavailable or they would expose the corruption.

I guess we'll just need to wait until after the next election and hope against hope that there will be no election fraud this time.
You know, that would make a hilarious galnet news story.

But seriously, I had hoped to join in the Thargoid war for a change of pace, but I guess I'll find something else to do for a while.

How about an answer to the Thread's question, Frontier ? Is the lack of available Permit intentional, and if it's not, when are you going to fix it ?

If the permit is bugged then it is unintentional, if it is intentional then it isn’t a bug.

If the thargoids win and take over all of human inhabited space, the unobtainable Mbooni permit will be evidence that FDev intentionally wanted to retire this game and move on.

Fdev, if you want us to win against the thargoids, don't deny us the tools to do so.
