Is the distribution for colonization assets to minor factions in an order or is it randomly assigned?

I noticed the first two completed assets, an outpost and installation, went to the main faction that initially colonized the system, but the third completed installation went to the lowest influence minor faction.

I'm on the verge of finishing the fourth asset, another installation, but if it is distributed to the next lowest influence faction I'd rather finish building a planetary outpost first, since it's the faction I've dragged out of the bubble with a newly made squadron. (It's The Dark Wheel if you're curious).

As per the title, does anyone know if distribution is somehow ordered or is it random?

I can't answer, but I wasn't paying attention to factions at all and just noticed The Dark Wheel is a minor faction in my system now. Are they particularly associated with CMDR systems, or have BGS players spread them far and wide or something? I'm probably something like 60 LY from Shinrarta Dezhri so I was surprised to see a faction so far from home

It's a minor faction that players have been spreading throughout the bubble because it's related to the search for Raxxla.
Or is it?
We don't actually know.

I just wanted an Independent minor faction which didn't have a randomly generated name in my system that player groups wouldn't be upset about with the possible BGS state shenanigans needed to switch control of assets.

Or do I want to name everything in the system Raxxla and needed the related minor faction? Who knows?
