Is the POLITICAL ranking measured by the INF?

Afaik it's just "how much stuff did you do"... it's not a direct translation of influence, nor (afaik) does it even need to be for a single faction.
Edit: specifically, if your squadron is pledged to a faction, it only counts work for that faction. If you aren't pledged, it counts anything... that was my last understanding.
Additionally, if you did x identical activities in two different systems, gaining inf for said faction in one, but losing it in another, you'd still gain 2X worth of points. In other words, it's just a measure of what you add to buckets, not what the net effect is.

The other way round - if your squadron isn't aligned to a faction, it can't gain Political leaderboard points at all.
It's not clear. Something along the lines of "the number of actions carried out for that faction, with a bonus for larger actions".
Note that this means that if you just want a high score, selling 1t of cargo at a time will massively boost your leaderboard position, while having virtually no effect on your faction's actual influence (and no greater effect than selling the whole cargo hold at once would have).
The fluff description of "large" and "happy" faction is completely irrelevant - the happiness and size of the faction makes no difference at all (except that a faction at least large enough to control a few nearby systems might give you more opportunities to score points)

All squadron scores are a sum of the points earned by squadron members on whatever activity qualifies for points.
To be clear: it is the score for the squadron, not the score for the faction. You could have five or six squadrons all aligned to the same faction, and their leaderboard positions would be completely different because of what their individual members did, how large they were, etc.
And conversely, actions taken for or against the faction by players not attached to squadrons aligned to it count for zero on the leaderboard no matter how much they move the faction's INF.
And, has no relation to Powerplay.
