I think Thargoid Scouts are meant to be 75% of Elite - not sure what this works out as.

No, their rank was reduced some time ago. I'm not sure what it is equivalent to, now, though. But killing Scouts is no longer as fast a way to get combat rank as it once was.

It's still one of the fastest ways to rank up since they can be killed much quicker than any other similarly ranked targets.

No, not faster! After 50% for 60 scouts, I got 1%, that is, knocking down 60 plates for 1% of the combat rank big hello to Frontier Developments for taking care of the players
