Is there a distinction between factions and 'powers'?

Or am I chronically confused?

Sort of. The 'powers' will have missions that players can do, with voting on the direction of each power.

Each power will have an NPC driving the story.

The powers can either be galactic (Empire, Federation, Alliance, Independent?) or Local (Dukes of Mikunn, Crimson State Group, Silver Boys, etc.)

Players can push local factions to become a power.

By reaching power-hood, each faction will give any allied player various rewards, reduced costs, better pricing in markets, etc.
 
It seems that it is a tier thing

You have the Empire, The Federation and the Alliance as the Major Factions
Minor factions are the various factions found within systems that can belong to a Major faction or be independent

Powers seems to be a Tier between the two, they can be aligned to a Major faction, but don't need to be, and Minor factions can be under the umbrella of a Power.

So Senator Patreus, is aligned with the Empire, and will have control/influence over several systems, and within those systems, there will be minor factions aligned with the Senator.
