Is there any OFFICIAL statment by Frontier, at Horizons release, about the reason why the Earth's Moon is not landable and when it may eventually be integrated in the game? Do you have a link to it?

I think they'd want to make it reasonably accurate, which would take forever. It's probably a judgement based on the amount of work vs the amount of gameplay.
Still, would love to see it!
There was one a few years ago. The Moon in Elite is fully covered by cities and other installations and it won't be landable until that type of infrastructure is in the game.
Edit: It was during the early days of Horizons. Maybe that helps to find the original statement.
