Hes a powerplay figure not a system, I didn't want to say X system since if he looses control then the bonus is lost too 
Go onto galaxy map and change view to powerplay influence. Or just head to Lembava.
Edit: Not 100% sure if his systems have a Fer De lance for sale but thats where you'll find the discount.
Further Edit: Back in March the Fer De lance was confirmed on sale at LHS 3447 - Dalton Gateway 15% discount on all ships and modules. If there is no longer an FDL on sale there im sorry but I can't find any more up to date info.

Umbila, Tsiblyev Terminal sells it cheaper, and outfitting is good (also discounted)
