Is there a way to speed up access to rank missions?

I got to knight fairly quickly, but I haven't seen any naval ascension missions for a fair while. Is there anything you can do to kick the process along?

I'm allied to the Empire already. Any point doing more system faction missions?

I'm stuck at earl myself, but being 7,000 light years away from the nearest bulletin board that's not changing any time soon
