Currently there is no way to move any commander off of either xbox or playstation. As far as I know it is because accounts on the consoles are generated by and linked to the network accounts for the console. This is also the reason that you cannot change your commander name on them as well.

I've heard of cmdrs transferring their account through support.
Not quite the transfer you'd expect though. If my memory serves me well, email support and they could transfer your credit balance to another platform. Some cmdrs did this (selling all their ships prior to the move) back when ED came out on xbox.
I don't think they'll transfer your ranks, modules or mats, though, but it's always worth asking... supports are pretty good.
